  • Objectives of the Scientific Research
  • Enrich science and knowledge in all useful fields. Connect the scientific research with the university objectives and the national development plans, avoid duality, repetition and make full use of the previous studies. Support the distinguished researchers and train them to conduct high quality applied researches. Promote the university education and postgraduate studies standard. Provide the scientific consultancy and develop the scientific and practical solutions for problems confronting the community through researches and studies conducted by the government or private bodies Transfer of the modern technology and participate in its development to cope with the surrounding circumstances to serve development purposes.
  • Scientific Research Support Methods
  • Researchers whether members of the teaching staff or students are encouraged to conduct original, creative and applied researches that contribute to enrichment of specialized knowledge and service the community. In order to provide and make full use of these methods, the university shall: Publish result of the scientific research in the national and international journals and provide methods of scientific documentation to facilitate the researcher's tasks. Provide modern methods of information, documentation and communications and the most recent scientific publications such as books, periodicals…etc. Co-operate with the scientific and research institutions inside and outside the Sudan through joint researches and exchange of knowledge and experiences. Publish results of the scientific research in the national and international journals and provide methods of the scientific documentations to facilitate the researcher's tasks.
  • The council shall consist of The following:-
  • The Council Duties
  • Setting strategies and proposing and approving the annual researches plan for the university and drawing the required budget project prior to be presented to the university administration. Proposing regulations, rules and procedures regulating the scientific research at the university. Approving the studies and researches projects and following- up their execution, evaluation and expenditure through the units, the centres and the institutes according to rules regulating them. Proposing means of organizing relation among the different research centres whether they are national or inter national and organizing the communication process with them as well as boosting co-operation with them to benefit from what is modern and useful. Co-ordinating between units, institutes and centres to remove double standards in their performance and encouraging the mutual research projects between departments and colleges to promote efficiency and effective use the available resources. Approving research papers following their evaluation according to rules of the evaluation and publishing in the university. Encouraging members of the teaching staff and other researchers to conduct creative scientific research and providing them with research aids and facilities particularly, full-time researchers and enabling them to conduct their researches in proper atmosphere according to rudiments specifying their duties and privileges. Supervising preparation and organization of symposiums and scientific conferences, issuing journals, periodicals, textbooks, scientific bulletins and following-up their execution. Establishing databases for both the completed and in progress researches in the university and exchanging research data with other universities and research centres. Supervising and following-up researches funded by other sectors outside the university, falling within the range of its domain. Forming specialized committees and units from the council members or from outside according to the need. Ratifying the annual report and the final accounting of activity of the scientific research in the university prior to be presented to the university administration. Any other duties assigned by the Vice Chancellor or the Senate.
  • Duties of the Council Chair
  • The council chair shall have the following duties. Chairing the council, calling for its meetings and directing its sittings. Adopting recommendations and decisions of the council and following-up their executions. Approving the draft budget of the council. Supervising the council activity administratively and technically and executing its policies. Presenting annual report on activities and achievements of the council to the university administration. Any other duties assigned to him by the council
  • The Council Secretary
  • The secretary general of the council shall be appointed routinely by the University Vice Chancellor according to the university law on condition that he shall be: One of the teaching staff members concerned with the scientific research and at least, in the status of an associate professor. In the post of a dean. Shall work under direct supervision of the council chair, completely dedicated to executive and administrative works and he shall be a council member and rapporteur.
  • The Council Secretary's Duties
  • The council secretary general is the chair of the Secretariat and responsible for the financial, administrative and technical affairs related to the scientific research in the university according to the regulations and systems in effect and, precisely he shall have the following duties: Supervising preparation of the annual researches plan for the university and the required budget prior to be presented to the council. Spending specified researches budget within the limits of the financial powers delegated to him.
  • Hierarchy of Secretariat
  • The secretariat shall be constituted as follows:- Secretary general of the council. Administrative affairs Unit. Documentation, information and Publishing Unit. External Relations Unit. Follow-up and Planning Unit.
  • Secretariat Duties
  • The secretarial shall have the following duties:- Executing decisions and directives of the council. Organizing and running the council office works. Organizing the council meetings. Preserving documents related to the council works. Following-up research plans of the Centres, Institutes and Units. Any other duties assigned to it by the council.
  • Hierarchy of Unit
  • In each college a research unit shall be constituted by the council at a recommendation of the research council of the college concerned. The unit shall consist of three members of the teaching staff interested in the scientific research and at least in the position of assistant professor in the college concerned. All teaching staff members in the college are principal or participant researchers in the unit programme. The unit chair shall be appointed by the college research Board and shall receive allowance similar to that of the head department and his/her appointment is approved by the university Vice Chancellor. The research unit chair is a member in both the college research board and the college council in the college concerned.
  • The Unit Duties
  • The unit is entrusted with enriching the scientific research in the field involved by executing policies of the college research board as follows: Presenting the proposed research projects by the college research board to the council for approving. Supervising execution of the approved research projects by the council for the college. Supervising training of the college research cadres in means and techniques of the scientific research with support of the council. Organizing symposiums and scientific conferences and contributing to preparing of the scientific journals and periodicals. Documenting and publishing information regarding results of the scientific research in the college. Preparing research projects connected with the national research plan, which can be executed by the postgraduate candidates and the teaching staff members in the college. Preparing the annual draft budget of the scientific research in the college prior to be presented to the college research board and them to be submitted to the council. Preparing the annual report on the scientific research in the college to be presented to the college research board and then to be submitted to the council. Any other duties assigned to it by the college research board or the council.
  • Scientific Research Administration in Institutes and Centres :
  • The scientific research administration in each centre or institute shall be assumed by:- The institute or the centre research boards and dean of the institute or director of the centre, within the limits of their capacities.

  • SInstitute or Centre Research Board Duties
  • The institute research board or the centre research board shall consider all matters concerning the scientific research and, specially, has the right to:- Propose annual research plan and prepare the required draft budget to be presented to the council. Consider the research projects presented by the teaching staff members and those in their status and recommend approving of these projects and follow-up their execution. Examine research projects and studies required by external bodies, select research, follow-up their execution and propose rewards for those entrusted with them in accordance with the rules regulating them. Recommend spending the prescribed research budget within the jurisdictions which regulate it. Consider the annual report, the final accounting and draft budget of the scientific research of the institute or the centre and submit them to the council Supervise training of the research cadres in the institute or the centre in means and techniques of the scientific research with support of the council Carryout any duty delegated by the council.
  • Financial Sources of the Council Activities
  • The financial aid allocated by the university and Ministry of Higher Education and Scientific Research. The financial revenues of the council activities. 5% of the research projects returns. Donations from the local, regional and international organizations and institutions.
  • Research Project Form
  • The scientific research projects required to be approved and financed according to the form designed for this purpose "scientific research project form". Research form (Arabic) Research form (English)
  • Special Researches:
  • The Vice Chancellor has the right to entrust members of the teaching staff with conducting special researches not included in the University publication programmes.
  • Researches and Studies Support
  • Research or studies carried out by the candidate at his/her own initiative for the purpose of publication or promotion but not included in the approved Research Plan can by Funded.
  • Execution of the External Bodies Researches
  • Financially supported researches shall be carried out by external bodies according to the regulations issued thereof and the council regulations.
  • Researches during Academic Release
  • TTaking into consideration what is stated in the regulation organizing affairs of members of the teaching staff or those in their status, the university Senate shall approve the rules and procedures organizing researches conducted by a member of the teaching staff during his academic release. Excellence Incentives: The distinguished researchers and researches shall be granted encouraging financial rewards and prizes annually. The Senate shall specify the number of these prizes, financial rewards, criteria, method of nomination and selection in compliance with a recommendation by the Senate.
  • Academic Work Submitted for Publication
  • The academic production presented for publication shall include the following:- Distinctive scientific theses. Scientific papers and deliberations of the scientific conferences. Books and references (print or audiovisual). Translated works e.g. references, text books or scientific theses …etc. Verification of manuscripts. Scientific encyclopedias and dictionaries Any other production seems to the council to be appropriate for publication and consistent with the university objectives. Rules and Criteria of Publication
  • Rules and Criteria of Publication
  • The council shall work out detailed rules and criteria regarding publication or evaluation of any of the elements of the scientific production stipulated in article (24) of this regulation.
  • Scientific Journals
  • University Scholarly Journals are issued in compliance with a decision by the University Administration and recommendation by the Council.
  • Appointment of Editorial Board
  • The council shall enact a regulation organizing issuance and scope of the scientific journals.
  • General Provisions
  • The council shall enact the detailed regulations and by-laws regulating achievement, publication and financial rewards of the researches at the university, units, centres or Institutes level on condition that they shall not contradict provisions of this regulation.
  • Scientific Journals
  • University Scholarly Journals are issued in compliance with a decision by the University Administration and recommendation by the Council.
